To maintain and improve the quality of life for Urbana citizens by providing programs of economic development, housing, planning, zoning enforcement, and building safety code enforcement.

Major Activities of the Community Development Department:

  • Plan and implement department goals, plans, standards and policies
  • Manage resources for efficient achievement of City and department goals and objectives
  • Develop department staff through training and evaluation procedures
  • Manage personnel through work directives and rules
  • Represent the department and City in various intergovernmental activities, in matters with the news-media and at public relations meetings and events
  • Participate in the planning and preparation of the City's capital improvements long-term plan and budget

Pursuant to the revised Illinois Enterprise Zone Act (20 ILCS 655/1 et seq.) the current Urbana Enterprise Zone will expire in 2016. The City of Urbana and Champaign County are currently preparing to apply for the creation of a new Enterprise Zone. The application is due at the end of 2014. A presentation highlighting the purpose of the proposed new Enterprise Zone, the application process to apply for a new Zone, and proposed Zone boundaries will be given at 11:30 am. The Public Hearing and discussion on the Enterprise Zone will follow immediately at Noon (12:00 pm). The open house will continue after the conclusion of the Public Hearing through 2:00 pm. The Enterprise Zone presentation may be repeated upon request at 1:30 pm.

Do you ride your bike at night? Then you gotta have a light! Stop by one of the locations below with your bicycle without a light, and teams of volunteers will install a set free of charge. Light sets will only be installed on bicycles without lights; lights will not be given to individuals . A reflector will also be provided if your bicycle does not have one.

The City of Urbana has completed the draft Consolidated Annual Performance and Evaluation Report (CAPER) documenting programs and activities undertaken through its federally-funded affordable housing and community development programs during the year ending June 30, 2013. The draft CAPER will be available for public review and comment during the period beginning Friday, September 5, 2014 through Friday September 19, 2014. The draft CAPER will be available during regular business hours at the following locations:
