Invitation to Bid: Section 23-00662-00-SA Sanitary and Storm Sewer Lining 2023 (Solicitation #2223-31)

Sealed BIDS for the construction of Sanitary and Storm Sewer Lining 2023 (Section 23-00662-00-SA) including: rehabilitation of existing gravity sewers, both storm and sanitary, by the installation of cured-in-place pipe (CIPP) that will be received by the City of Urbana at the Public Works Department, 706 South Glover, Urbana, Illinois 61802 until 2:15 p.m. prevailing time on Friday, April 14, 2023, and publicly opened and read aloud at said office.

The plans and proposals are each a call for bids containing all requirements governing the letting and performance of the particular contract including but not limited to any applicable requirements for the payment of prevailing rates of wages for labor as required by law. Any questions regarding individual plans and proposals should be directed to the City of Urbana Public Works Department.

Each proposal shall be accompanied by a bid bond according to BLRS Special Provision for Bidding Requirements and Conditions for Contract Proposals.

All bidders are hereby notified that the City of Urbana is required to affirmatively insure that the contract, entered into pursuant to this advertisement, will be awarded to the lowest responsible bidder and on a non-discriminatory basis.  The lowest responsible bidder must have an active Equal Employment Opportunity (EEO) Certificate of Compliance from the City of Urbana before the contract can be awarded.  Applications for EEO Certificate of Compliance are reviewed only once per month by the City of Urbana; therefore, all bidders are encouraged to apply for EEO certification in advance of the bid opening.

All bidders are hereby notified that any proposal requiring work to be performed by a contractor requires the prime and subcontractors to participate in an approved training program. All bidders must complete BLR 12325 and return with the bidders' proposals. If BLR 12325 is not completed, the bid will not be read.

Questions and Answers:

  1. Q:  After reviewing the project documents, I noticed that the only maps “included” are available through a GIS link in the documents.  Is there any possibility of getting printable site maps from you?
    A:  Planholders can print views from the online GIS map if desired.  Plan sheets and printed maps will not be prepared by the City for the bid documents.
  2. Q:  We found 3 line segments shown on the GIS map as part of this project but not included in the project inventory: two on Clark Street between Lincoln and Busey, and one on Lincoln at the intersection with Hill Street.  Please advise as to whether these are included as CIPP segments or not.
    A:  On Clark Street, there is actually only one pipe segment (sanitary pipe ID 323).  There were three pipe segments shown on the map, and this has been corrected.  We will issue an addendum since the map has been edited.  At Lincoln and Hill, you are referring to storm pipe ID 6106.  This is a case where our map identifies the pipe as an 8" but the inspection report identifies the pipe as a 12".  For plan quantity, we included pipe ID 6106 with the 12" pipes, but this size will need to be verified in the field.
  3. Q:  Can you please send me the application for the EEO Certificate of Compliance?
    A:  The EEO Workforce Statistics Form is included in the Proposal Documents (starting on page 19 of the PDF).  Also, see the "Information for Bidders" special provision on page 35 of the PDF.
  4. Q:  Page 41 of 341 states, “Illinois American Water Company, who owns the fire hydrants in Urbana, has requirements regarding a Contractor’s use of their fire hydrants.  The Contractor must contact Illinois American Water Company to notify of their use at the time thereof; remain in the vicinity of the hydrant; and notify Illinois American Water of completion of use”.  And, page 64 of 341 states, “The Contractor shall be allowed to use water from an owner-approved fire hydrant in the project vicinity.”  Can you confirm which of these statements is correct?
    A:  Both statements are correct.  The Contractor will primarily coordinate with Illinois American Water for the use of the fire hydrants because the water distribution system is not owned or operated by the City of Urbana but by Illinois American Water.
  5. Q:  Page 72 of 341 states, “If required by the Owner in the specifications, and if the pipe diameter is less than or equal to 36”, the CIPP shall be tested for leakage using the water exfiltration test (ASTM F1216 8.2) or a low pressure air test (refer to Appendix A).”  Can you confirm these tests will not be required? These tests are problematic for many reasons and are rarely, if ever, performed.
    A:  As stated on page 41 of 341:  "Low pressure air tests shall only be performed at the direction of the Engineer if the pipe segment is a candidate for air testing and a visual inspection for leakage is inconclusive."
  6. Q:  I used the provided link for the maps and couldn’t find the sewer atlas for each segment to be able to perform a site survey. Can you please provide maps for the scope you want lined so we can perform a site survey?
    A:  Planholders can print views from the online GIS map if desired.  Plan sheets and printed maps will not be prepared by the City for the bid documents.
  7. Q:  Are there videos available that you can send us on the project?
    A:  We will not share sewer inspection videos with planholders before the bid opening.  Once the contract is awarded, the City will share inspection videos with the contractor if requested.
  8. Q:  Per the tables, there are 3 segments that are going to be partially lined. They are Pipe ID #2858, #6639 and #9604. I was wondering if there was any chance we could get the full length of these pipes. The GIS does not appear to show the full length of the lines.
    A:  For information only, the length of pipe ID 9604 is 168 feet, the length of pipe ID 6639 is 102 feet, and the length of pipe ID 2858 is 282 feet.
  9. Q:  One more quick question. For Pipe ID #9604, the downstream manhole says it’s a BLIND TEE. What is the size of the BLIND TEE at the end of the line.
    A:  Pipe ID 9604 connects to a 48" diameter pipe with a blind tee.
