JULIE, Inc. (JULIE) is a non-for-profit corporation dedicated to keeping Illinois safe and connected. Across the country, every nine minutes an underground utility line is damaged because someone decided to dig without calling a one-call center.

In Illinois, safe digging starts when you call JULIE at 8-1-1. Yes, it’s that easy. 8-1-1 is the nationwide 3-digit number to have your underground utility lines marked at no cost. 

Purpose

JULIE stands for Joint Utility Locating Information for Excavators. The mission of JULIE is to provide Illinois excavators and underground utility facility owners with a continuously improving one-call message processing and damage prevention education service for the safety and protection of underground facilities and the community. JULIE neither owns nor marks any underground utility lines.

Hours of Operation JULIE’s Call Center Agents process locate requests 24 hours a day, 365 days per year. To submit a locate request, call either 8-1-1 or 800-892-0123. A convenient online, self-service option called E-Request is also available. There is no cost for this service.

In 1976, the JULIE system was accepted by the Illinois Commerce Commission as compliance with the one-call notification section of General Order 185. The Illinois General Assembly enacted the Illinois Underground Utility Facilities Damage Prevention Act on January 1, 1991 with changes to the Act in 2002, 2003, 2004, 2006 and 2009.
