Weather permitting, the west half of the 800 block of Stoughton Street between Busey Avenue and Lincoln Avenue will be closed on Wednesday, March 23, 2016 and Thursday, March 24, 2016 between 8:00 a.m. until 3:00 p.m. each day for tree removal work. No through traffic will be permitted during the closure.

Washington Street Closure

Weather permitting, Washington Street will be closed between Coler Avenue and McCullough Street starting on Wednesday, March 16, 2016 through Friday, March 18, 2016 between 8:00 a.m. until 4:00 p.m. each day for tree removal work. No through traffic will be permitted during the closure.

Goodwin Avenue Closure

Goodwin Avenue between University Avenue and Park Street will be closed to through traffic by Ameren for utility work associated with the Campus Circle Project on Friday, March 11, 2016 from 10:00 A.M. to 2:00 P.M ., weather permitting.

No through traffic will be permitted during the closure. The Park Street and University Avenue intersections will remain open to traffic during the utility work.

Notice of Availability for Public Review and Comment and Notice of Public Hearing - Draft Annual Action Plan FY 2016-2017

Copies of the Draft FY 2016-2017 Annual Action Plan will be available for review to the general public between Tuesday, March 22, 2016 and Thursday, April 21, 2016 at the following locations: 400 South Vine Street, Urbana - City Clerk’s Office, & Grants Management Division Office, 201 South Race Street, Urbana— Urbana Free Library, and on the City of Urbana’s website.

The City of Urbana and the Urbana HOME Consortium (comprised of the City Urbana, the City of Champaign, and Champaign County) are seeking citizen input regarding a draft version of the Annual Action Plan for Fiscal Year 2016-2017. The plan establishes budgets for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs.

A Public Hearing will be held on March 22, 2016 at 7:00pm in the Urbana City Council Chambers, located at 400 S. Vine Street, Urbana, to receive comments and suggestions on the Draft FY 2016-2017 Annual Action Plan.

FY 2016-2017 City of Urbana & Cunningham Township Consolidated Social Service Funding Applications Available

Non-profit organizations seeking funds to operate social service programs benefiting Urbana residents may apply to the Consolidated Social Service Funding (CSSF) Pool. Funds may be used for both services to clients and program operating costs.

The application is a fillable form and can be submitted electronically. Download and complete the application (see attached) and then submit it to Matt Rejc, Community Development Coordinator (mwrejc@urbanaillinois.us - 400 S. Vine Street, Urbana, Attn: Matt Rejc). Applicants should feel free to submit additional narrative on separate pages if they feel that the application form does not provide sufficient space.

Applications will also be available at the following locations:

City of Urbana, Community Development Services, 400 S. Vine St., Urbana;
Cunningham Township Supervisor’s Office, 205 W. Green St., Urbana.

All applicants are required to attend one of the Technical Assistance Training sessions at the Urbana Civic Center, 108 East Water St., on Thursday, March 10, 2016 from 11:00am-Noon, or Friday, March 11, 2016 from 11:00am-Noon.

Springfield Avenue Closure

Springfield Avenue from Mathews Avenue to Wright Street will be closed from 6:00 a.m. to 5:30 p.m. on Friday, March 11, 2016 and on Saturday, March 12, 2016 for the University of Illinois Engineering Council’s Engineering Open House.

A detour route will be established utilizing Goodwin Avenue, University Avenue and Wright Street.

Windsor Road Temporary Lane Closure

Stark Excavating, Inc. and Midwest Engineering and Testing, Inc. (MET) will perform material sampling on the westbound lanes of Windsor Road. This work will be completed under traffic on Tuesday, March 1, 2016 between the times of 3:00 AM and 11:00 AM, weather permitting. Two-way traffic will be maintained by use of flaggers during this time. Please expect temporary delays.

Urbana Sidewalk Snow Removal Requirements in Effect

At 12:00 p.m., Thursday, February 25, 2016 the Urbana Public Works Director will declare the sidewalk snow and ice removal requirement in effect for the Downtown, University, and South Philo Road snow removal districts.

Due to the winter storm, ice and/or two inches or more of snow has accumulated on sidewalks. In order to make sidewalks safe for pedestrians, City ordinance requires that public sidewalks, within the defined districts, be cleared by adjacent property owners within 24 hours after the Public Works Director’s declaration. Sidewalks need to be cleared by 12:00 p.m., Friday, February 26, 2016. Public sidewalks within these districts, which are not in compliance, could be cleared by the City at the expense of the adjacent property owner, with additional fines and administrative fees applied.

Lincoln Avenue Lane Closure from Springfield Avenue to Green Street

Weather permitting, the right (west) lane for southbound traffic on Lincoln Avenue will be closed between Springfield Avenue and Green Street starting at 9:00 a.m. on Monday, February 22, 2016 through 3:00 p.m. on Friday, February 26, 2016 for construction activities at 901 Western Avenue.

Lincoln Avenue will remain open to traffic at all times during the construction work. Motorists are encouraged to drive carefully through this and all construction areas.

Voluntary Sidewalk Snow Removal Request

The Urbana Public Works Director has requested voluntary compliance with sidewalk snow and ice removal for the Downtown, University and South Philo Road snow removal districts.

Due to the winter storm, snow combined with ice has not accumulated to two inches on sidewalks, which would activate the mandatory sidewalk snow and ice removal ordinance. However, 1.8 inches of snow did fall. Therefore, in order to make sidewalks safe for pedestrians, the City of Urbana is requesting snow and ice be cleared from sidewalks by the adjacent property owners within 24 hours.

Maps of the snow removal districts, snow removal methods and other information regarding the snow removal ordinance can be found on the City’s website at: http://urbanaillinois.us/businesses/sidewalk-snow-removal.

Property owners outside of the snow removal districts are also asked to voluntarily clear sidewalks adjacent to their properties in a timely manner, to help make pedestrian travel safe.

Lincoln Avenue Lane Closure at Florida Avenue

Weather permitting, the center lane for southbound traffic and the outside northbound lane on Lincoln Avenue at its intersection with Florida Avenue will be closed from 7:00 a.m. on Tuesday, February 2, 2016 until 5:00 p.m. on Friday, February 5, 2016 for a fiber optic utility installation. Lincoln Avenue will remain open to traffic at all times during the construction work.

Lincoln Avenue Closure at Nevada Street

Weather permitting, the right turn lane for southbound traffic on Lincoln Avenue at its intersection with Nevada Street will be closed on Saturday, January 30, 2016 between the times of 7:00 a.m. and 5:00 p.m. to stage equipment for a roof repair. Lincoln Avenue will remain open to traffic at all times during the construction work.
