Notice of Proposed Property Tax Increase for the City of Urbana, Illinois I. A public hearing to approve a proposed property tax increase for the City of Urbana for 2019 will be held on December 9, 2019 at 7:00 p.m. at the City of Urbana Council Chambers, 400 S. Vine Street, Urbana, IL 61801. Any person desiring to appear at the public hearing and present testimony to the taxing district may contract Charles Smyth, City Clerk, 400 S. Vine Street, Urbana, Illinois 61801 at 217-384-2362. II. The corporate and special purpose property taxes extended or abated for 2018 were $7,876,330. The proposed corporate and special service property taxes to be levied for 2019 are $10,325,152. This represents a 31.1% increase over the previous year. III. The property taxes extended for debt service and public building commission leases for 2018 were $0. The estimated property taxes to be levied for debt service and public building commission leases for 2019 are $0. This represents a 0.00% increase over the previous year. IV. The total property taxes extended or abated for 2018 were $7,876,330. The estimated total property taxes to be levied for 2019 are $10,325,152.

Notice is hereby given that the City Council of the City of Urbana, Champaign County, Illinois (the “City”) will hold a public hearing on Monday, December 2, 2019 at its regular meeting at 7:00 p.m., at the City Council Chambers, 400 South Vine Street, Urbana, Illinois, pursuant to the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended, to consider the proposed issuance by the City of its not to exceed $7,000,000 aggregate principal amount of Capital Improvement Revenue Bonds, Series 2019 (the “Bonds”). The proceeds of the Bonds will be loaned to Cunningham Children’s Home of Urbana, Illinois, an Illinois not-for-profit corporation (the “Borrower”), and will be used to (a) finance and refinance (by refunding certain prior obligations) the acquisition, construction and installation of land, buildings, furniture, fixtures and equipment for an Education and Recreation Center and a Residential Treatment Center at 1303 North Cunningham Avenue, in Urbana, Illinois (the “Project”), and (b) pay a portion of the costs of issuing the Bonds.
