Sealed bids will be received at the Urbana Public Works Department for Solicitation #2021-02 HVAC and Plumbing Services for City of Urbana Facilities.
Time and material HVAC and plumbing repair services are needed by municipal facilities under the jurisdiction of the City of Urbana, Illinois. This contract does not include HVAC and plumbing work in new construction. The City of Urbana does not guarantee a minimum value of this contract.
The Vendor will provide time and material general on-call and emergency service for repair, maintenance and minor alterations, to the heating, ventilating, air conditioning and plumbing systems at City of Urbana, Illinois facilities. The Vendor must have extensive experience in commercial service.

The City of Urbana relies on an IBM Power7 720 server for critical systems. The City is actively replacing those systems running on the Power7, but will not complete that process before the expected end-of-life for our model (server 8202, model E4B). The City’s current IBM ServiceElite Entitlement Verification expires September 30, 2020.
The City would like to purchase extended software and hardware maintenance entitlement on our existing Power 7 machines for at least one year (to September 30, 2021), and desires an agreement for two years (to September 30, 2022). By September 2022, the City hopes to have transitioned away from all systems running on the Power7.
The City is asking Respondents to provide pricing for hardware maintenance, software maintenance, or both. The City may award the Contract to a single Successful Respondent, or may award Contracts for hardware and software maintenance separately with two Respondents.

Urbana is entering into Restore Illinois Phase 4 on June 26, 2020!
Therefore, the needs of our downtown Urbana businesses are changing as we move through the stages of the COVID-19 pandemic and the Restore Illinois plan phases. As a City, we absolutely must be responsive to those needs and assess the use of public space to strike a balance among the different demands from various users of that public space.
Starting today, (6/26), the east half of the public parking Lot 1 at Water Street and Race Street is closed to traffic to allow for outdoor seating. However, the west half of lot 1 will still be available for parking. Remember when using Lot 1, all vehicles should enter the lot from Water Street, and exit through Goose Alley. Until further notice, Goose Alley will become a one-way alley with vehicles to move only east-bound. Please watch for pedestrians, bicyclists, and other vehicles when exiting onto Broadway Avenue.
Further, businesses with parking accessed from Goose Alley should direct their staff and patrons to enter Goose Alley from the Lot 1 entrance on Water Street and to exit Goose Alley onto Broadway Avenue.

The City of Urbana Police Department is seeking bids for the purchase of pistols, holsters and weapons-mounted lights to replace the current inventory. The Urbana Police Department also would require that the vendor accept the current inventory of pistols as trade for fair market value. The Department requests that Urbana Police officers be given a reasonable opportunity to purchase their specific pistols back from the vendor for what the vendor paid the department plus any paper work fee. The Department will require 30 days from the time the new pistols and accessories arrive to facilitate a changeover. The Department will then deliver the old inventory to the vendor. Vendors must submit a complete bid to the Urbana Police Department by 2:00 PM June 25, 2020.

The Cities of Urbana and Champaign Extend Suspension of Special Event Permits
Today Urbana Mayor Diane Wolfe Marlin and Champaign Mayor Deborah Frank Feinen each signed Emergency Orders which continue to suspend the issuance of special event permits in each city through September 7, 2020. Special event permits are generally required for parades, residential block events, and other types of activities that involve large gatherings of people on public property, including streets, sidewalks, parkways, or municipally-owned parking lots. This was necessitated by the Governor’s continuing restrictions on large gatherings due to the COVID-19 pandemic.
PUBLIC NOTICE
In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative to citizen participation for Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the City of Urbana is making an amendment to the Consolidated Plan Annual Action Plan FY 2019/2020.
Public Comment Period and Process:
